Sauté until softened, about 5-7 minutes. Add garlic and cook for 1 minute until fragrant. Pour in the white wine, scraping up browned bits from the bottom of the pot. Let the wine simmer and reduce by half, about 5 minutes. Stir in the beef stock, apple cider vinegar, and honey/maple syrup (if using). Nestle the short ribs back into the pot. Add oregano, thyme, and the bay leaves. Cover the pot with a lid and transfer to the oven. Braise for 2.5 to 3 hours, until the short ribs are tender and falling off the bone. Remove the short ribs from the pot and skim any excess fat from the surface of the braising liquid. Simmer the liquid on the stovetop until it thickens slightly. Adjust seasoning with salt and pepper to taste. Return the short ribs to the pot and spoon the sauce over them, or plate individually. Garnish with chopped chives or parsley.
